Board of Directors
The Interurban Transit Partnership is the organization that is responsible for The Rapid and all of its transportation services in the Grand Rapids area. Its board of directors comprises representatives of all six municipalities in The Rapid service area. The board meets monthly, and meetings are open to the public.

Meet the Board of Directors
Charis Austin serves as a Client Advocate at the Michigan Association for the Blind & Visually Impaired.
Timothy Cochran serves as the City Planner for Wyoming, MI, previously serving as Planner to the City of Kentwood, MI and Plano, TX. He has a bachelor’s degree from Michigan State and masters degree from University of Texas. He is also a member of the American Institute of Certified Planners (AICP). Timothy is a Wyoming representative to the West Michigan Regional Planning Commission and the Grand Valley Metropolitan Council.
Rosalynn Bliss began serving as a Second Ward City Commissioner from 2006 to 2015. She was elected as Mayor of Grand Rapids in January 2016. Rosalynn is also the Director of Residential Services at DA Blodgett - St. John's. St. John's Home provides emergency shelter and residential services for abused and neglected children. Rosalynn earned her Bachelor of Arts Degree in Psychology and Criminal Justice from the University of South Alabama and her Masters Degree in Social Work from Michigan State University. In addition, she is certified as a Child Trauma and Loss Consultant and is an adjunct professor at Grand Valley State University's School of Social Work.
Commissioner Bliss is an active member of our community. Aside from her board member position with The Rapid, she is also a board member of the Michigan Municipal League, Kent County Land Bank Authority, and Dyer-Ives Foundation. She serves as a member Uptown Corridor Improvement District, the Uptown Business Improvement District, is a City Liaison with the Friends of GR Parks, Chair for the Federation for Children and Families Residential Treatment MIN and is a member of the West Michigan Environmental Leadership Network. She is current Chair of the Community Development Committee, the City’s Legislative Team and the Economic Development Project Team. Rosalynn has been recognized and honored locally as well as statewide for her commitment, dedication and work in the field of child abuse and neglect and her leadership in the community.
David Bulkowski is the Executive Director of Disability Advocates of Kent County which aims to create a welcoming, accessible and inclusive community for all in which persons with disabilities can live full and exciting lives. Mr. Bulkowski, a licensed attorney, has worked extensively with state and federal laws teaching others how these laws affect the rights and responsibilities of the community and persons with disabilities. Mr. Bulkowski has spent a great deal of time organizing and advocating for increased public transportation and housing in the Grand Rapids region.
Not related to Disability Advocates, he currently serves as a Kent County Commissioner representing a portion of the City of Grand Rapids (first elected in 2012 and re-elected in 2014).
He has also served on the boards of the Fair Housing Center of West Michigan (19 years), the Home & Building Association, and the U.S. Commission on Civil Rights/Michigan State Advisory Committee. Finally, he is an active member of the Rotary Club of Grand Rapids and the Grand Rapids Area Chamber of Commerce.
On the personal side of life, he is married to his awesome wife, Melissa, and they have three children: Sophie, Noah, and Liam.
Jack Hoffman was born in Grand Rapids, Michigan and attended Creston High School, the University of Michigan, and the University of Michigan School of Law, receiving his J.D. in 1976. His major areas of practice are insurance and real estate, including tax credit financing and historic preservation and planning issues. He served six years on the Grand Rapids Historic Preservation Commission. He has been chairperson of the Grand Rapids Master Plan Zoning Committee and the Grand Rapids Parking Commission. He is currently chair of the Green Grand Rapids Committee and a board member of the Interurban Transit Partnership, Michigan's most successful public transportation provider. He resides in Heritage Hill with his wife, Rebecca Smith-Hoffman, who is a principal at Past Perfect, Inc., a historic preservation consulting firm.
Barb Holt has served as a municipal official since elected in 1995.
Barb is currently the Chair of The Rapid’s Board of Directors. In 2013 she retired as Mayor of the City of Walker and prior to that she served as City Commissioner. She is also a past President Michigan Women Municipal Government and a current member of the Michigan Municipal League Foundation Board. Throughout her time with the Michigan Municipal League she has received several awards including the Education Award, Leadership Award, Governance Award, and the Ambassador Award.
In 2015 Barb became a graduate fellow of Michigan State University's Michigan Political Leadership Program
Michael is the Vice President of Business Development and Community Relations at Wolverine Building Group.
In this role, Michael assists Wolverine in providing superior service to current clients and contacts, as well as in researching and expanding to new market segments.
For over 15 years, Mr. Verhulst served the West Michigan area as Owner and President of Summit Landscape Management, Inc., Summit Tree Service, and i4 Group, Inc. The three companies have received numerous awards and accolades, including Minority Small Business of the Year Award.
Michael is an army veteran and Grand Rapids native with a strong commitment to the local business community, having served on Boards of Directors and Steering Committees for the Grand Rapids Area Chamber of Commerce, the Michigan Minority Supplier Development Council, the Michigan Nursery and Landscape Association, and the Literary Center of West Michigan. In various capacities, he has served and supported numerous hospitals, universities, and Christian causes in West Michigan. He also served as
He and his wife Kerry have been married 29 years and have four children.
Gary Carey has served the City of Walker since 1999 in different capacities, most recently becoming a City Commissioner in January of 2013.
Currently, he is employed as a Regional Sales Director for Paycor, where he leads the sales team for most of the Michigan and Northern Indiana market. Prior to his current employer, he enjoyed over twenty years with two Fortune 500 companies where he held various roles in sales and operational leadership.
Gary has also served in numerous volunteer roles with the Kenowa Hills School District, including serving as a High School Football Coach, Education Foundation trustee and president, Facilities and Bond Committees, and acting as Chairperson for the successful 2010 Kenowa Hills bond campaign.
In addition to his City Commission seat and his membership with The Rapid Board of Directors, he actively serves the City of Walker in the following roles:
- Finance Committee
- Building Committee
- Emergency Planning Committee
- Police/Fire Committee
He has been married to his wife Cori for 25 years and has three children: Alex, Brenden, and Caitlin. He is also a member of St. Anthony of Padua Catholic Church in Grand Rapids.
Mark Huizenga was elected the Mayor of the City of Walker in November 2013. Previously Mark was elected as a commissioner for the City of Walker, and also served as a Planning Commissioner for 8 years.
Mark has more than 15 years of proven management consulting expertise. He has a Bachelor of Arts Degree in Business Administration from Calvin College and a Master’s Degree in Management from Aquinas College. Mark is a Board Certified Medical Practice Executive with the American College of Medical Practice Executives (ACMPE). His consulting firm, huizenga-consulting.com provides consulting services across the United States. He has also held senior management roles with Spectrum Health, Health Development International, ProCare Systems as well as other health care organizations. Mark has been an adjunct instructor at Grand Valley State University and a managing partner for Key Green Solutions, LLC.
He serves on various other boards including Health Development International, Grand Valley Metro Council, Michigan Conservative Energy Form and is an advisor to several medical practice boards. Mark has been a guest lecturer in Central America, Eastern Europe, South East Asia and the United States.
Paul Troost started serving as a member of the Grandville City Council in 2017. He has lived in Grandville for over 23 years and served on the Grandville Park and Recreation Board from 2000-2016. He was Chair of Grandville’s 4th of July Celebration from 2006-2016. He worked for U.S. Senator Carl Levin in his Grand Rapids office for 27 years, until 2015. As Senator Levin’s Regional Representative for West Michigan, Paul assisted constituents and communities with federal concerns and problems with federal programs, including transportation and transit issues. Paul was born in Zeeland, attended Byron Center High School and Kalamazoo College. He and his wife Patsy have been married 24 years and have two children; daughter Sydney attends Kalamazoo College, and son Paul attends the University of Michigan. They are all members of Central Reformed Church in downtown Grand Rapids. Paul also plays trombone in the Grand Rapids Symphonic Band.
Randy Gelderloos has had the pleasure of serving as a city councilman since 2006 in the City of Grandville. In addition to serving on the Board of Directors for the Rapid, Randy also represents Grandville on the Kent County Waste to Energy Advisory Committee. Over the years, Randy has also served in various positions for the City of Grandville including, Board of Review, WCET Public Television, Business Relations Committee, Brownfield Redevelopment Committee, Kent County 911 Dispatch Authority and also has served as Mayor Pro Tem.
Randy received his Bachelors of Arts Degree in Political Science from Calvin College and formerly worked as legislative staff in the Michigan House of Representatives and the Michigan Senate. He currently is self-employed and owns and operates Gold Star Real Estate Inspections LLC. Randy is a certified HVAC, Plumbing, Electrical and Structural Inspector and a member of the American Society of Home Inspectors.
Randy is married to Deb Gelderloos. They have four children and one grandchild.
Stephen Kepley is Kentwood’s Mayor and is responsible for the day-to-day operations of the City. Prior to his election in 2013, Mayor Kepley worked in the private sector for 15 years followed by 10 years serving the citizens of Kentwood as Director of Engineering and Inspections. Mayor Kepley is a Virginia Tech Graduate and retains many State licenses including Professional Engineer and Building Official.
Mayor Kepley is celebrating 20 years of marriage to his wife Susan and is the father of three daughters. Stephen and Susan mentor both young professionals and students, many of whom are members of Calvin College’s Mu Kappa, a missionary and third culture student group. They believe the best investment one can make is in people, for these rewards will endure for generations to come.
Terry Schweitzer is the City of Kentwood Director of Community Development. He also serves on the Transportation Technical Committee of the Grand Valley Metro Council. Terry is a patron of Rapid routes 2, 7 and the Silver Line. With a sincere belief in safe, clean, affordable, efficient and interconnected transportation services, he is proud to serve The Rapid Board of Directors.
Amna Seibold was elected as Mayor of East Grand Rapids in 2011 after serving as a City Commissioner for six years and a Planning Commissioner for five years.
A 1975 graduate of East Grand Rapids High School, she also attended Albion College and received her master’s degree in health administration from the University of Michigan. She is now the director of pathology at St. Mary’s Health Care in Grand Rapids. In 2010, Amna completed a fellowship with the Michigan Political Leadership Program at Michigan State University. She is married and has three children.
As mayor, Amna works closely with city staff to set agendas for the City Commission and other meetings, handles routine inquiries directed to the
Dave Bilardello is the Vice President, Government Relations & Public Policy at Spectrum Health. In this role, Dave oversees Spectrum Health’s federal, state, and local public policy relationships and advocacy.
Prior to his current position, Dave held a variety of leadership positions at Priority Health during his 20 years of service, including Principal, Public Policy; Executive Director, Commercial Products; and Director of Underwriting and Pricing.
He earned a Bachelor of Science degree in Business Administration from the University of Illinois in Champaign-Urbana and Master of Business Administration in Finance from Northern Illinois University in DeKalb. He completed additional coursework at the National University of Singapore.
Dave is actively involved with the Grand Rapids Area Chamber of Commerce, the Michigan Chamber of Commerce, the Michigan Health and Hospital Association, and the Michigan Association of Health Plans where he serves on various committees.
He and his wife Michelle have been married 24 years and have two daughters.
